REQUEST FOR PROPOSAL (RFP)
Construction Services for Foundation Retrofit, Utility Infrastructure, Interior Build-Out, and Generator Lean-To
Meat Processing Training Center – Blackfeet Community College
Browning, Montana
1. Purpose
Blackfeet Community College (BFCC) is soliciting sealed proposals from qualified TERO-certified General Contractors for construction services related to the Meat Processing Training Center located on the East Campus in Browning, Montana.
The project includes foundation retrofit work, utility infrastructure improvements, interior build-out of classroom and meat processing training spaces, and construction of a new generator lean-to.
The existing 100' x 100' pre-engineered steel building requires structural foundation improvements, new utility services, and interior construction improvements. This project is funded in part with federal funds, including COVID-related and Title III funds, and must comply with all applicable federal, tribal, and state procurement regulations.
2. Scope of Work
The selected Contractor shall provide all labor, materials, equipment, supervision, and incidentals necessary to complete the following work:
A. Foundation Retrofit and Structural Improvements
The work includes:
- Retrofit and replacement of existing column footings for the three main interior rigid frame columns and all gable-end columns.
- Perimeter foundation underpinning along the building footprint as required.
- Installation of new concrete pedestals under steel columns.
- Associated excavation, shoring, concrete work, rebar, and backfill in accordance with the Engineer’s stamped drawings and specifications.
The Contractor shall prepare and submit a detailed, site-specific Means & Methods Plan for the foundation retrofit and underpinning work. The plan must be prepared, sealed, and stamped by a Professional Engineer licensed in the State of Montana.
The stamped plan must demonstrate how the Contractor will safely complete the Engineer’s design, including:
- Temporary shoring and jacking of steel columns
- Excavation sequencing
- Protection of existing radiant heating PEX tubing and electrical conduit
- Concrete placement
- Curing procedures
- Backfill procedures
The stamped Means & Methods Plan must be submitted to Sellars Consultant Engineering for review and written approval prior to beginning foundation or underpinning work.
B. Utility Infrastructure
The work includes:
- Installation of a new water service line from the existing campus main to the building.
- Installation of a new sewer system, including:
- Gravity sewer line from the building to a new prefabricated lift station.
- Force main from the lift station to a new manhole.
- Gravity sewer pipe from the new manhole to the existing manhole.
- Installation of fiber optic cable from the campus backbone to the building, including road and creek crossings.
- Connection of electrical power from existing 150 KVA ground transformers to the building.
- Installation of natural gas line to the building, if required.
- All trenching, bedding, compaction, and restoration.
C. Interior Build-Out (30' x 100' Two-Story Area)
The work includes:
- Framing, insulation, and finishes for the two-story classroom and meat processing training room.
- Complete electrical system installation, including lighting, power, panels, and devices.
- HVAC system installation, including required ventilation for the training room and generator lean-to.
- Plumbing rough-in only. Final plumbing finishes and fixtures will be completed by Blackfeet Community College.
- Installation of finishes in the cut/wrap room meeting USDA/FSIS sanitation requirements.
- Installation of ADA vertical platform lift to the second floor.
- Installation of second-floor guardrails and handrails.
D. General Requirements
The Contractor shall comply with:
- All applicable federal, tribal, and state building codes.
- TERO compliance and Indian Preference requirements.
- Coordination with Blackfeet Community College Facilities staff.
- Site restoration and cleanup requirements.
E. Generator Lean-To Construction (12' x 18')
The work includes construction of a new 12' x 18' lean-to attached to the existing 100' x 100' steel building for future generator installation serving the Polar King freezer.
The work includes:
- Concrete slab foundation with proper frost protection and vapor barrier.
- Framed walls and roof structure with proper tie-in to the existing steel building.
- Required ventilation, combustion air intake louvers, and exhaust stack provisions.
- Electrical rough-in conduit and panel space for future generator connection.
- Site grading, drainage, and tie-in to the main building.
3. Proposal Requirements
Proposals must include:
- Firm’s legal name, address, and Montana contractor license number.
- Proof of ability to obtain Performance and Payment Bonds in the full amount of the contract.
- Proof of General Liability and Workers’ Compensation insurance meeting BFCC requirements.
- Certification of TERO compliance and valid Blackfeet Tribal Business License.
- List of key personnel assigned to the project and their qualifications.
- Relevant project experience, including a minimum of three (3) completed projects within the last ten (10) years involving concrete foundation retrofit, underpinning, or structural modifications.
- Current workload and availability to begin upon Notice to Proceed.
- Itemized cost breakdown, lump sum total bid, and completed bid schedule.
- Proposed project schedule showing completion within eight (8) months from Notice to Proceed.
- Acknowledgment that the Contractor will provide a Montana-licensed Professional Engineer-stamped Means & Methods Plan for foundation retrofit work.
- List of proposed major subcontractors, if applicable.
4. Submission Instructions

Meet at the project site on the BFCC East Campus.
Proposal Deadline:
August 10, 2026 at 2:00 PM

5. Federal Procurement Compliance
Because this project is funded in part with federal funds, including COVID-related and Title III funds, all procurement activities must comply with:
- 2 CFR Part 200 (Uniform Administrative Requirements)
- Federal Acquisition Regulations (FAR) as applicable
- Davis-Bacon Act prevailing wage requirements, if applicable
- All applicable tribal and federal regulations
Contractors must be familiar with and agree to comply with these requirements.
6. Evaluation Criteria
Proposals will be evaluated based on:
- Relevant experience with concrete foundation retrofit and underpinning projects – 30%
- Qualifications of key personnel and proposed team – 20%
- Proposed schedule and approach to completing the work within eight (8) months – 20%
- Lump sum price and cost breakdown – 20%
- TERO compliance and Indian Preference – 10%
